I believe this started out life as a pendant and the previous owner may have taken it to a jeweler to have it converted to a lapel pin/tie tack. I've included a screenshot of an auction listing from 2021 with similar markings, shape, and position of the pendant mechanism. I acid tested the pin and it acid tests at 14 kt gold.
